Rainwater Harvesting Poised To Grow In US West



With the news that the US State of Colorado has decided to make it legal for small farmers to collect rainwater - holding out the possibility that city dwellers, too, may one day be offered legal means to harvest rain - a tipping point approaches. Driven by the intersection of sprawl & extended drought, and amplified by a citizenry's enduring fondness for 'individual responsibility,' rainwater harvesting techiques are poised to spread, once freed by water management traditions established in the late 1800's....
